UL 62368-1, IEC 62368-1, FCC, CE, DOE Level VI — Cert Pathways for OEM Power Adapter Builds

Last Updated: September 7, 2026 · Reviewed by the Sunshine Electronics engineering team

If your OEM build needs UL 62368-1, IEC 62368-1, FCC Part 15 Class B, CE marking, DOE Level VI efficiency, or any of a dozen other regional cert pathways engineered into the design before tooling commit, Sunshine Electronics is UL certified, FCC compliant, CE-mark capable, and operating under six active system certifications across both plants — including TL 9000-H R6.1 (the telecom-industry-specific quality management system carriers like AT&T require their suppliers to hold). Cert engineering is part of standard Custom OEM and Full ODM scope; documentation is issued in your name with traceable revision control under ISO/IEC 27001:2022. Production runs across dual-factory China and Vietnam (Changzhou, est. 2003, 200+ workers, and Vinh Phuc, est. 2018, 600+ workers across two facilities, 12,000 sqm) with identical six-cert documentation parity, so your China+1 sourcing hedge does not change your cert pathway or your audit findings. Backed by 22+ years manufacturing for AT&T, DirecTV, Amphenol, and Vericom, your power adapter or cable build clears the cert lab on the first visit — every visit.

Six System Certifications Sunshine Holds Across Both Plants

Six active system certifications cover the production scope at both Changzhou and Vinh Phuc plants — referenced in the cert documentation that procurement teams pull during vendor approval. TL 9000-H R6.1 is the differentiator vs. Chinese-only-ISO-9001 competitors: it is the telecom-industry-specific QMS that AT&T, Verizon, and major-carrier supplier audit teams require their approved-vendor list members to hold. Most Chinese OEMs hold ISO 9001 alone; Sunshine layers TL 9000 on top, plus the four other system certs that close the trust loop on info security, environmental management, ESD control, hazardous-substance management, and ethical sourcing.

UL 62368-1 & IEC 62368-1: ITE & A/V Safety

UL 62368-1 is the dominant US safety standard for audio/video, information technology, and communication technology equipment — covering laptop chargers, power adapters, USB-C PD chargers, networking adapters, and most B2B-grade electronics. It replaced UL 60950-1 in December 2020, and many BOMs still reference the legacy UL 60950 number even though the active standard is now 62368. Sunshine’s UL 62368-1 cert pathway is engineered into every Custom OEM and Full ODM build.

IEC 62368-1 is the international equivalent — same A/V and ITE scope, same hazard-based safety engineering approach, but referenced under IEC for distribution into UK, AU, NZ, JP, KR, and most non-US markets. Sunshine’s UL 62368-1 and IEC 62368-1 documentation are jointly maintained — when your build certifies for the US under UL 62368-1, the IEC 62368-1 documentation typically goes with it for global market access. UL Standards & Engagement publishes the canonical UL 62368-1 reference; the international IEC 62368-1 standard is at IEC Webstore publication 27412.

From our compliance team

the most common cert-pathway misconception we see at design review is buyers conflating UL Listed with UL Recognized Component. UL Listed means the complete product carries the UL mark — the end-user-facing certification. UL Recognized Component (the backwards-UR mark) means an internal component is tested for use inside other UL Listed products — it is not a substitute for end-product UL Listed status. For OEM power adapter builds, you typically want UL Listed; UL Recognized Component is appropriate only for sub-assemblies that will be integrated into another UL Listed system.

UL 60601-1 / IEC 60601-1: Medical Electrical Equipment

Medical-grade power adapter builds use a separate cert path: ANSI/AAMI ES60601-1 in the US plus IEC 60601-1 internationally, with the 2× MOPP (Means of Patient Protection) isolation requirement that elevates dielectric strength to 4 kV AC for 1 second (vs. 3 kV for ITE adapters). Patient-leakage current must stay below 10 µA in normal condition and 50 µA in single-fault condition. Our SQUS24 adapter series (5–12 VDC, up to 2 A) already holds UL and cUL Recognition to ANSI/AAMI ES60601-1 and CSA C22.2 No. 60601-1 under UL file E525333; for other ratings, Sunshine engineers medical-grade adapter builds to IEC 60601-1 on a per-project basis with full IEC 60601-1 risk-management file documentation.

For medical OEM builds → see the dedicated Medical & Healthcare Industries page for vertical-specific specs, ISO 14971 risk management, FDA establishment registration context, and Class II / Class III device cert positioning.

UL 61010-1 / IEC 61010-1: Industrial & Lab Equipment

Industrial-grade and laboratory-equipment power adapter builds clear a different safety standard from the consumer-grade UL 62368 path: UL 61010-1 in the US plus IEC 61010-1 internationally. UL/IEC 61010-1 covers measurement, control, and laboratory equipment — adapters powering industrial gateways, PLCs, lab benches, and outdoor IoT equipment. Industrial builds also typically clear IEC 60529 (IP65 / IP67 / IP68 ingress protection) and IEC 61000-4-5 surge immunity at higher levels than consumer-grade adapters.

For industrial OEM builds → see the dedicated Industrial & IoT Industries page for vertical-specific wide-temperature operation, IP-rating selection, EMC immunity, and DIN-rail / panel-mount mechanical options.

EMC Compliance: FCC Part 15 Class B & CE Marking (LVD/EMC)

Every power adapter shipping into the US clears FCC Part 15 Class B emission compliance — the residential / commercial floor for unintentional radiators per FCC OET rules. The Class B test runs the emission scan from 30 MHz to 1 GHz with conducted emissions on the AC mains and radiated emissions in a semi-anechoic chamber. Sunshine’s adapter line clears Class B with 6-8 dB margin across the band — important because adapters often sit inches from a Wi-Fi or Bluetooth radio, and any emission spike degrades the radio’s noise floor.

EU distribution requires CE marking under the Low Voltage Directive (LVD) and EMC Directive. CE is self-certification — the manufacturer issues a Declaration of Conformity backed by test reports from a recognized test lab — but it requires the same EMC and safety test protocols as UL 62368-1 / FCC Part 15 plus EU-specific hazardous-substance compliance under REACH. Sunshine’s CE engineering pathway issues the Declaration of Conformity in your name as part of standard Custom OEM scope.

Efficiency: DOE Level VI & EU CoC Tier 2

Two energy-efficiency standards govern external power supplies in major markets. DOE Level VI is the US Department of Energy minimum efficiency standard — 88% average active-mode efficiency for adapters above 49W (slightly lower for sub-49W bands), with no-load power capped at 0.10W to 0.21W depending on output power tier. DOE Level VI has been mandatory for any AC/DC adapter shipped into the US since February 2016; the energy.gov external-power-supplies guidance publishes the active rule.

EU CoC Tier 2 under Ecodesign Regulation 2019/1782 closely tracks DOE Level VI but adds explicit no-load power and 10%-load efficiency thresholds. EU CoC Tier 2 has been mandatory for EU-shipped adapters since April 2020. The 10%-load threshold is the design-margin trap — many silicon designs pass DOE Level VI active-mode but fail EU CoC at 10% load. Sunshine’s flyback and GaN PD designs clear both with 2-4 percentage points of margin across the load curve.

Material Compliance: RoHS, REACH, and QC 080000 HSPM

RoHS (Restriction of Hazardous Substances) and REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) govern material composition for every product shipping into EU markets and most major non-EU markets. RoHS restricts ten hazardous substances (lead, cadmium, mercury, hexavalent chromium, four phthalates, PBB, and PBDE flame retardants); REACH adds reporting on Substances of Very High Concern (SVHC). Both apply to every component on the BOM, every cable jacket compound (verified for AC power cord + wall-mount adapter builds), every connector contact plating, and every label adhesive.

Sunshine manages material compliance through a formal QC 080000 Hazardous Substance Process Management (HSPM) system — the dedicated management-system standard that closes the audit loop on RoHS / REACH conformance. QC 080000 requires documented incoming-component verification, in-process traceability, outgoing-shipment material declaration records, and supplier-side material certificates kept on file. This is the cert that procurement teams should ask about explicitly when vetting a Chinese OEM — because most competitors check the RoHS box without holding the formal HSPM management system that backs the claim with audit trail.

Sunshine’s Hioki-class Y8800 high-voltage insulation tester — runs the dielectric strength test that satisfies UL 62368-1 §5.4.9 / IEC 62368-1 cert requirements.

USB-IF Certification: USB-C PD Compliance

USB-C Power Delivery builds need USB-IF certification — the USB Implementers Forum’s compliance program for USB-C cable assemblies, chargers, and host devices. USB-IF testing on every GaN charger build covers electrical compliance, PD spec conformance (PD 2.0 / PD 3.0 PPS / PD 3.1 EPR up to 240W), and cable e-marker chip behavior. The cert is required to carry the USB-C trident logo on retail packaging — increasingly a procurement gate at major-brand OEMs and retail-channel buyers (Best Buy / Target / Costco-tier won’t list non-USB-IF-certified USB-C chargers).

For USB-C PD and GaN charger OEM builds → see the dedicated Computing & Office Industries page for USB PD profile selection, GaN topology decisions, wattage tier selection (20W / 65W / 100W / 140W / 240W), and USB-IF cert pathway detail.

Cert Engineering Services: Five-Phase Cert Pathway Process

Cert engineering is part of standard Custom OEM and Full ODM service scope at Sunshine — no separate cert NRE for the standard pathway. Your build runs through five cert-engineering phases:

Phase 1: Pre-cert design review — EMC simulation, thermal modeling, BOM-vs-cert-requirement crosswalk, risk-of-failure forecast. Sunshine’s compliance team reviews every desktop power adapter and USB-C power adapter design at the BOM-freeze stage and flags any cert-pathway concerns before tooling commit. The most common pre-cert finding we catch at this stage: DOE Level VI 10%-load failure on silicon designs that pass at full load, fixable by capacitor and inductor reselection before tooling.

Phase 2: Cert lab selection — Sunshine works with Waltek, NTEK, CTI, UL Solutions, ICAS, and Intertek as active cert lab partners depending on the standard mix. Lab selection is scoped at the cert-engineering review based on standard portfolio (e.g., UL 62368-1 + DOE Level VI + FCC Part 15 typically routes through UL).

Phase 3: Cert lab submission and testing — typically 4-8 weeks depending on lab queue depth and standard complexity. Medical-grade builds (UL 60601-1) can run longer due to risk-management file requirements; USB-IF certification routinely takes 4-6 weeks at USB-IF labs.

Phase 4: Cert documentation handoff — issued in your name with traceable revision control under Sunshine’s ISO/IEC 27001:2022 info-security management system. Your engineering team gets the test reports, the Declaration of Conformity, the cert body letters, and the BOM-revision lock that ties cert validity to specific component approvals.

Phase 5: Cert maintenance — annual surveillance audits, BOM-change re-cert (which components trigger re-cert vs. which are equivalence-substitution allowed), and regional overlay additions (your build certifies for US first; EU / JP / KR overlays added on subsequent runs without re-engineering).

Partner Cert Labs: Six Accredited Testing Bodies

Cert engineering happens in close partnership with six accredited test labs. Lab selection is scoped at the engineering-review stage based on standard portfolio (UL 62368-1 + DOE Level VI typically routes through UL Solutions; ETL alternatives go to Intertek; IEC overlays for Asian / EU regional cert routinely go to Waltek, NTEK, CTI, or ICAS). All six are accredited under IEC 17025 / IECEE CB Scheme — your cert documentation is internationally recognized regardless of which lab issues the test report.

Cert pathway selection is scoped at the engineering-review stage of every Custom OEM build — your distribution markets drive the cert portfolio.

Dual-Factory Cert Parity: Identical Documentation Across Both Plants

All six system certifications are referenced in scope at both Changzhou, China and Vinh Phuc, Vietnam production sites — a single audit by the cert body covers both plants, and your Custom OEM build’s per-project cert documentation (UL 62368-1, FCC Part 15, DOE Level VI, etc.) is identical regardless of which plant runs the production. This is the cert-documentation parity that makes Sunshine’s dual-factory China and Vietnam hedge operationally real instead of paperwork.

Routing production between plants for tariff optimization on Section 301-exposed product classes does not change your cert path, your test reports, or your audit findings. Changzhou handles legacy-cert programs and proven tooling; Vinh Phuc handles tariff-sensitive volumes for North American distribution. Both run the same compliance team, the same approved-vendor list for cert-impacting components, and the same six-cert system posture above.

Sunshine’s two operating plants — Vinh Phuc, Vietnam (top) and Changzhou, China (bottom). All six system certifications referenced in scope at both sites; per-project cert documentation issued in your name regardless of routing.

Power Adapter Certifications & Compliance FAQ

What's the difference between UL Listed and UL Recognized Component?

UL Listed means the complete end-product carries the UL mark — the end-user-facing certification you see on retail packaging. UL Recognized Component (the backwards-UR mark) means an internal component or sub-assembly is tested for use inside other UL Listed products — it is not a substitute for end-product UL Listed status. For OEM power adapter builds shipping as standalone products, you want UL Listed; UL Recognized Component is appropriate only for sub-assemblies (transformers, capacitors, connectors) that will be integrated into another UL Listed system.

What's the difference between UL 62368-1 and the older UL 60950-1?

UL 62368-1 replaced UL 60950-1 in December 2020 as the dominant US safety standard for audio/video, information technology, and communication technology equipment. UL 60950 was a prescriptive standard — it specified exact construction requirements (clearances, creepages, transformer winding rules). UL 62368 is hazard-based — it identifies energy sources (electrical, thermal, fire, mechanical) and requires the design to limit each source below pre-defined hazard thresholds. Many legacy product lines still reference UL 60950 in BOM documentation; new builds engineer to UL 62368-1. The cert lab still recognizes UL 60950 for already-certified products under grandfathering, but new submissions go to UL 62368-1.

What's the difference between UL 62368-1 and IEC 62368-1?

Same scope (audio/video and ITE safety), same hazard-based approach — UL 62368-1 is the US-specific version published by UL Standards & Engagement; IEC 62368-1 is the international version published by IEC. Sunshine's cert documentation is jointly maintained: when your build certifies for the US under UL 62368-1, the IEC 62368-1 documentation is typically issued in parallel to support distribution into UK, AU, NZ, JP, KR, and most non-US markets. Some country-specific overlays (CB Scheme, country-specific deviations) may add 1-2 weeks of cert lab time.

What's the difference between UL Listed and ETL Listed?

Both are end-product safety certifications that satisfy US National Electrical Code (NEC) requirements for listed equipment. UL is the most-recognized NRTL (Nationally Recognized Testing Laboratory); ETL is Intertek's equivalent NRTL listing. Functionally interchangeable for retail-channel and procurement purposes — a procurement spec calling for 'UL Listed or equivalent NRTL' accepts ETL. Sunshine's primary cert path runs UL; ETL Listed is available on request as an alternative when the buyer has a specific Intertek relationship or wants the alternative cert mark. Cost and lead time are comparable.

What does DOE Level VI mean for my power adapter, and is it mandatory?

DOE Level VI is the US Department of Energy minimum active-mode efficiency standard for external power supplies: minimum 88% average active-mode efficiency for adapters above 49W (slightly lower thresholds for sub-49W bands), with no-load power capped at 0.10W to 0.21W depending on output power tier. It has been mandatory for any AC/DC adapter shipped into the US since February 2016 — non-compliance is a ship-blocker for US distribution. Modern silicon designs typically clear DOE Level VI by 1-2 percentage points; GaN designs clear by 4-7 percentage points. EU CoC Tier 2 under Ecodesign Regulation 2019/1782 is the EU equivalent — closely aligned but adds explicit no-load power and 10%-load efficiency thresholds (the 10%-load threshold trips silicon designs that pass DOE Level VI active-mode).

What does REACH compliance require beyond RoHS?

RoHS restricts ten specific hazardous substances at material level (lead, cadmium, mercury, hexavalent chromium, four phthalates, PBB, PBDE flame retardants) — pass/fail at component-level material composition. REACH adds Substances of Very High Concern (SVHC) reporting — currently 240+ substances on the SVHC list — requiring suppliers to report any SVHC content above 0.1% by weight in any component. REACH is reporting-driven, not pass/fail; some SVHCs are restricted, others are tracked. Sunshine manages both under formal QC 080000 Hazardous Substance Process Management with documented incoming-component verification and supplier-side material certificates kept on file.

Can Sunshine engineer power adapters to medical-grade UL 60601 / IEC 60601-1?

Yes — our SQUS24 adapter series (5–12 VDC, up to 2 A) is already UL and cUL Recognized to ANSI/AAMI ES60601-1 under UL file E525333. Custom medical-grade adapter builds run to ANSI/AAMI ES60601-1 / IEC 60601-1, 2× MOPP (Means of Patient Protection) isolation at 4 kV AC for 1 second, patient-leakage current below 10 µA in normal condition / 50 µA in single-fault condition, and full IEC 60601-1 risk-management file documentation. Medical-grade cert pathways run longer than ITE adapter pathways (typically 8-14 weeks at the cert lab vs 4-8 weeks for UL 62368-1) due to risk-management file requirements. See the dedicated Medical & Healthcare Industries page for medical-grade build specs and FDA Class II / Class III device cert positioning.

What's Sunshine's typical cert lead time and NRE structure?

Cert lead time runs 4-8 weeks for ITE adapters under UL 62368-1 + DOE Level VI + FCC Part 15, depending on UL test lab queue depth. Add 2-4 weeks for EU CoC Tier 2 + CE marking overlay. Add 2-3 weeks for USB-IF certification (USB-C PD builds). Medical-grade UL 60601-1 builds run 8-14 weeks. NRE structure: cert engineering is part of standard Custom OEM scope — no separate cert NRE for the primary cert pathway (UL 62368-1 + DOE Level VI + FCC + CE). Cert lab fees (the third-party lab's cost for actually running the test) pass through at cost. ETL Listed (Intertek) and TÜV SÜD certifications are available on request with separate quote.
